Before start this let's think about the issues that could cause boot problems to network devices ( router, switch, supervisors,management module,etc.)
Option 1: corrupt, bad or failure image upgrade.
Option 2: storage device on unit ( flash, bootflash, sup-bootdisk, hard drives, etc) is defective.
Option 3: network problems in case that unit is booting from the network and so on.

(a message like the following below was causing a boot problem in a switch QFX3500 a few months ago. solution was replace the storage device. the device was there but failed to initialized.)
